On May 1, 2020, Immigration, Refugees and Citizenship Canada (IRCC) held an unexpected Express Entry invitation round. In round #146, Canada issued Invitations to Apply (ITA) for permanent residence to 3,311 candidates. All invited candidates were eligible for the Canadian Experience Class program CEC, which is open to foreign nationals with at least one year of work experience in Canada. The lowest Comprehensive Ranking System score in this draw was 452 points. which is a decress from the last draw that took place on April 9, 2020 with a mark of 455, The tie-breaking rule for this round was Oct 10, 2019, at 19:15:28 UTC.
This is the fifth draw that issued ITA to candidate elgiable uder the CEC program, most probably becuase they are already in Canada during this period of restricition to fly in to Canada from other countries.
